The Tendering and Bidding Law stipulates"Tendering and bidding activities and the parties concerned shall be subject to supervision in accordance with law。The development and reform department of The State Council guides and coordinates the bidding and tendering work throughout the country, and supervises and inspects the bidding and tendering activities of major national construction projects。The departments of industry and information technology, housing and urban-rural construction, communications and transportation, railways, water conservancy and commerce under The State Council shall exercise supervision over relevant bidding and tendering activities in accordance with the prescribed division of responsibilities。The development and reform departments of the local people's governments at or above the county level shall guide and coordinate the bidding and tendering work in their respective administrative areas。The financial department shall, in accordance with law, supervise the implementation of the budget and the implementation of government procurement policies for government procurement construction projects subject to tender and tender。Supervisory organs shall, in accordance with law, exercise supervision over objects of supervision related to tendering and bidding activities。
